Principal investigator and Team Leader, Dave Sjoding has 27 years experience in the energy field focusing on the areas of energy efficiency, renewable energy, climate change, energy policy and distributed generation. Dave focuses on clean heat and power, biopower, hydrogen, and fuel cells in his current job assignment. Sjoding served as an Assistant Director for many years at the Washington State Energy Office before coming to the WSU Energy Program in 1996. In addition, he chaired the Power Washington Review Committee, which ultimately allocated over $95 million in oil settlement funds. He has a Masters in Public Administration from the University of Washington and is a Certified Energy Procurement Professional from the Association of Energy Engineers. He has a strong understanding of the northwest energy policy framework and structure. He is also frequently a speaker at energy conferences.

Dr. Carolyn Roos, P.E. is a mechanical engineer with experience in building systems energy efficiency, mechanical design in hydroelectric facilities, and solar thermal applications. Her current main work assignment is to provide technical CHP support with a focus in forest products, dairy digesters and wastewater treatment facilities with the Washington State University Extension Energy Program. She also provides technical assistance to commercial and industrial clients on energy system efficiency topics. In addition, she teaches in the Renewable Energy Systems program at Oregon Institute of Technology in Portland, Oregon. She started her career as an Energy Management Engineer at Puget Sound Energy utility where she performed energy efficiency analyses for commercial and industrial customers. She also has six years of experience at the Army Corps of Engineers Hydroelectric Design Center, where her work included piping design and turbine performance testing.

Pauline Jensen currently serves as a Technical Support Specialist for the WSU Extension Energy Program. Jensen provides technical support on a variety of bioenergy and industrial energy efficiency projects. She also serves on the Bioenergy Coordination Team assisting with development of bioenergy policy and projects. Previous to her employment with the WSU Extension Energy Program, Jensen served as EnviroHouse Coordinator for the City of Tacoma’s Environmental Services Department. There she educated visitors about energy efficiency, solar power, as well as building and landscaping sustainably. Jensen holds a B.A. Degree in Sociology and is experienced in program development, training, development of educational materials, and database development and management.

Ms. Waterman-Hoey has over 15 years of experience providing energy and climate policy research and analysis to state government officials, legislators, non-profits and the media. She currently works for the Washington State University Energy Program on a wide range of energy topics such as distributed energy systems policy development, renewable energy and efficiency labor markets, energy efficiency emerging technologies market potential and renewable portfolio standards implementation. Previous work has included developing state and regional climate and energy policy for the Washington State Energy Policy Division where she was a liaison to the Governor's Climate Action Team and the Western Climate Initiative. Ms. Waterman-Hoey has been the primary researcher developing the state's greenhouse gas emissions inventory and has assisted many other organizations in developing inventories.

Peter Crimp is the Section Head for Alternative Energy and Energy Efficiency, AIDEA/AEA, Anchorage, AK. He manages and coordinates State of Alaska hydroelectric, energy conservation, diesel generation efficiency, heat recovery, geothermal, biomass, intertie, solar, and wind energy activities. Currently Crimp’s section is involved in 40 projects totaling $30 million in state and federal funding, with a focus on project development in the 200+ rural communities that are not tied to the Anchorage-Fairbanks power grid. Technical and planning duties include economic assessment of village power and facility space heating alternatives, management of the Alaska Rural Energy Plan, and management of the state’s biomass, small hydro, rural intertie, and heat recovery programs.

Sue Seifert is the Program Services Manager responsible for the development and implementation of various state and federally funded energy conservation and renewable energy resources programs for the Idaho Office of Energy Resources. She possesses over thirty years’ of diverse experience in developing and implementing commercial and institutional energy efficiency and conservation programs. She led the creation of the Idaho Building Operators Association training and certification program that is now successfully serving building operators worldwide. Her contribution to sustainable high performance buildings was recognized in 2004, when she was named the winner in the Advocacy Award category for the annual BetterBricks Idaho Sustainable Awards.

Brian Spangler is the Manager of the Renewable Energy and Clean Air Program in MT-DEQ’s EPP Bureau. Brian has a Bachelor of Science degree in Business Administration and over 25 years experience and background in sales, marketing, logistics, business development, operations, and management. He was employed by a Fortune 50 company for fourteen years in various levels of management. He has extensive experience at selling and negotiations at all levels. Brian has been recognized for exceptional ability to develop innovative programs that provide long-term positive results. Awards include the Ashland Presidential Award and MT-DEQ’s and Governor’s Excellence in Performance Awards.

Howard Haines is the Bioenergy Program Manager for the Montana Department of Environmental Quality (DEQ) and Department of Natural Resources and Conservation since 1982. His chemical engineering background and work in energy includes over 34 years in biomass, clean diesel, combined heat and power projects, and biofuels, and includes the development of many partnered projects. These include the Truck in the Park Biodiesel Demonstration with Yellowstone National Park and the successful development of the Society of Automotive Engineers’ (SAE) Clean Snowmobile Challenge (CSC), initiated by a grant through EPA Region VIII in 1999. Haines has received numerous outstanding achievement awards from entities as diverse as the Department of Energy, EPA, CONOCO, the National Park Foundation and SAE. Howard has assisted with or authored over 137 articles and publications.

Chuck Collins works as a consultant and strategic advisor in the energy efficiency and clean-tech industry, and is a former program and project manager for the US Department of Energy’s Western Regional Office (Seattle, WA) where he led regional programs and activities for renewable energy, distributed generation, and smart-grid technologies in the Western US. Prior to his position at US DOE, Chuck owned and operated various small companies that designed, installed, and maintained renewable energy power systems for clients in remote locations. He is currently the CEO of Cascade Power Group, a Seattle-based project management and energy services company that deploys innovative programs and projects in the Pacific Northwest. Mr. Collins is a graduate of the University of Washington, serves on several energy-related boards and committees and has received various awards for his accomplishments, including the Puget Sound Energy “Power Player Award” and King County’s “Earth Hero Award”.
